The capacity building programme is targeting policymakers, energy planners, regulators, experts and technician from AU Member States, Regional Economic Communities (RECs), regional power pools, centres for renewable energy & energy efficiency and other relevant stakeholders supporting the sustainability of African energy sector. 

It is developed to respond to Africa’s shortage of human and institutions skills, which has been identified as a major bottleneck facing the development of energy sector in Africa. It focuses on adding value at managerial and technical level including enhancing innovation on energy technologies (renewable & conventional), energy regulatory framework, energy market & economies, energy projects development, operation and maintenance of energy facilities, renewable energies, electricity sector (on grid, mini grid & off grid), among others.  

The programme seeks to enhance human resource capacity across the African energy sector by:

• Carrying out skills gap assessment at regional and national level, for both the private and public sectors.
• Develop training curricula/syllabuses. 
• Recommend best practices for enhancing capacity building and skills development and,
• Develop co-operation strategy that encourages cross-border learning and exchange of knowledge between AU member states, regional and continental institutions.  

The capacity building is guided by the African Union Agenda 2063, Aspiration 6: An Africa, whose development is people-driven, relying on the potential of African people, especially its women and youth, and caring for children.
